Extra Quest Condition or Possible Bug?

When I asked a citizen of Corinth where the Halls of Colossus were, he told me to ask the ruler at the palace. The ruler then told me to give something to a Mages Guild representative in a temple in Senchal, which I did, and upon returning the ruler, he told me to leave the palace. So I asked around Corinth again where the Halls where, and then they pointed me to the Mages Guild, who then gave me the location of the Temple of Agamanus.

Is this a bug, or was I required to actually talk to the ruler at the palace first before I could information of the Mages Guild, and it's just not noted here? --Rezalon (talk) 04:17, 10 October 2015 (UTC)
