Detailed Walkthrough[edit]
A Drunken Orc[edit]
As you enter Fell's Run via either the north or south road, you will hear the former constable, Agazu, drunkenly complaining. She says the mayor fired her and hired a newcomer to take her position. His name is Leonce Gavendien, and he brought his bailiff, Sagabar, with him. She says there's something suspicious about the situation and asks you to check it out. Agazu tells you to speak with the mayor, the miller, and the jeweler since they've all been acting suspicious. You can follow her instructions or bypass them and talk to Gaspard Spletis, who is at the northern edge of town.
Investigation[edit]
If you speak to Mayor Orrard, oddly he will encourage you to leave town for Northpoint. When asked about his wife, he makes the excuse that she's been sick and hasn't left the house in days. (If you check his house, she will not be there.) If you decide to speak to the miller, Ghak gro-Urish, you will witness a conversation in which Bailiff Sagabar informs him that the new constable is taking his horse and cart. When Ghak objects, Sagabar ominously warns him to think about his family's safety. Speaking to him after Sagabar leaves will only earn you a warning to back off. If you speak to Lauravieve Mondorie outside her jewelry shop, you will first overhear Constable Gavendien insisting that she close her shop for the day. When he leaves, she will make the excuse that he is worried about security since she's receiving a big shipment of amethysts soon. She will also tell you that Gaspard has run away and is refusing to go home.
Gaspard will tell you he is not going back into town because his friend, Gaillard Laussac, told him it's dangerous. Apparently, Gaillard recognized the new constable as a "bad man" from Daggerfall and went to confront him in his new house. Gaspard also mentions that the house used to belong to a fisherman who "went away." Go east to Gavendien House. Enter to find the body of Gaillard lying on the floor. There will also be a Note from Sagabar that mentions hiding hostages somewhere.
Subterfuge[edit]
Return to Agazu, who is now at The Run Inn. She will suggest you distract Sagabar and slip into his inn room to search for more information. She will also give you a Sleeping Draught she was going to use herself. You will find the bailiff upstairs. Speaking to him now is possible, but will not advance the quest until you talk to Georgia Matine. Talking to her, you learn that Sagabar is constantly eyeing her and making moves. You can now persuade Sagabar to hit on her, leaving his drink temporarily unattended. Alternately, you can speak to Dran the Trickster, who is leaning against the wall nearby. Dran will tell you he got kicked out of the Mages Guild for using his Banekin Trinket, which he developed to summon a Banekin. He will offer to give it to you to test on the bailiff. Doing so will cause Sagabar to run away, again temporarily leaving his drink unattended.
Either way, take the opportunity to pour the Sleeping Draught into Sagabar's drink. He will return, take a swig, say he doesn't feel well, and stumble to his room. Follow him to see that he has passed out on his bed. Search the room to read Sagabar's Orders, which mention that Bulzog is guarding the hostages at the old mill south of town. It says Bulzog will slit their throats if he doesn't hear back by midnight. Once the jewels are safely stolen and carted away, he can release the mayor's wife and the jeweler's son. The miller has been trouble, so his daughter might be killed either way.
Rescue and Revelations[edit]
Go back downstairs to inform Agazu of your discovery. She will be recovering from her drinking binge. She tells you to rescue the hostages while she takes Sagabar to the stocks. Leave the inn, head south across the river to the mill, and kill Bulzog and his rogue who are standing outside. Alternately, you can simply sneak past Bulzog to reach the hostages on the bottom floor of the mill. Speak to the mayor's wife, Falette Normar, to free her, the jeweler's son Rubyn Mondorie, and the miller's daughter Harza gra-Urish. She will reveal what's been going on: the criminals have been holding the townsfolk hostage until the completion of a jewelry heist! The freed hostages will immediately run back to town.
Following them back to town, you will come across a sad scene. The miller and his daughter, the mayor and his wife, and Agazu are all standing together. Rubyn is kneeling over the body of his dead mother. Gavendien killed her on his way out of the town with the amethysts. Speak to Agazu, who will be upset that Gavendien escaped, but glad that you were able to save the hostages; she will reward you with some gold. If you want to chase after the criminal, you can agree to go hunt him down and kill him, beginning the quest Fell's Justice.
Notes[edit]
- Ghak will not exist in the town before starting the quest, unlike the other villagers.
- The scripted dialogue sequences can be triggered repeatedly by walking near the trigger points over and over.
- The bandits and hostages won't exist at the mill before starting the quest or reaching the related objective.
Bugs[edit]
- Black textures extend past the doorframe in the inside of Sagabar's inn room, causing the screen to turn black when in third person view until far into the room. ?

- Not all Journal Entries may appear in your journal; which entries appear and which entries do not depends on the manner in which the quest is done.
- Stages are not always in order of progress. This is usually the case with quests that have multiple possible outcomes or quests where certain tasks may be done in any order. Some stages may therefore repeat objectives seen in other stages.
