No matter how many times the jarl seals up the sewers beneath Riften, thieves and ne'er-do-wells continue to use the so-called Ratway as a haven and hiding place.

Riften Ratway

The Riften Ratway is a sewer beneath Riften that has become a den for thieves and criminals. Recently, vampires associated with the Icereach Coven have occupied the sewers and are in the process of massacring the remaining residents. It contains an entrance to the Riften Outlaws Refuge.
