Thugs are Orc warriors that can be randomly encountered after completing the quest Promises to Keep.
If you let Louis Letrush take Frost at the end of the quest, a thug can be encountered attacking Louis. If you keep Frost instead, you may be randomly attacked by a thug sent by Louis.

- It is possible to encounter a random event Thug that will not attack and cannot be spoken to.
