Athando Andas is a Dark Elf Enforcer encountered in the city of Andothren. Given his high rank in House Hlaalu, it is likely that he is a relative of the Hlaalu Councilor in Andothren, Tholer Andas.
Athando will challenge you on your paperwork during your encounter with him, beginning the events of Certificate of Credibility. It becomes clear towards the end of this quest that he is also not all that he seems - given that the Cornerclub he sends you to is a base of the Camonna Tong, and the 'certificate' a criminal racket. Athando is therefore more evidence (along with the noble Mels Mathyn or governor Dathlyn Vando) of the involvement of House Hlaalu elites in that criminal organization.
