Detailed Walkthrough[edit]

Starting

Talk to Hofmund about jobs, after completing the attempt at striking a deal with Servas. Hofmund will send you to strike a deal with Disela, Caedan's boss at the Zafirbel Bay Company (ZBC). He figures if the company is running a clean business, then they wouldn't appreciate a rogue agent in their midst.

Striking a Deal

Disela can be found in the ZBC building in Helnim, on the floor above ground. Ask her about Caedan Jorval. She'll say that she's not too pleased with his performance in handling the vaults, and so she's willing to give you a lead. She suspects that he's working with the East Empire company (EEC), specifically with Zaren Hammebenat. She'll suggest you take a look for a paper trail linking Caedan to the EEC, starting with her building and then the EEC building in Firewatch.

Looking for Clues

Implicating Caedan requires that you find two documents; one in Helnim, and another in Firewatch. You can find the two documents in either order, but as you've just spoken to Disela, you may as well begin your search in the ZBC vaults.

Back to the Vault

The first clue you need to implicate Caedan can be found in the ZBC building's vault level. Head all the way downstairs to reach the door to the underground level. Getting in shouldn't be an issue, as you've broken in to get the master ledger in the previous quest.

Head to the guard's quarters, which are behind a door with no lock. You'll know you're in the right place if you find Caedan himself. He's an Imperial wearing an assortment of light armor and wielding an enchanted glass sword. The clue you're looking for is a codebook on the ground, peeking from behind the drawers. The challenge here is that the book is plain view of Caedan. You'll need to take it by stealthy means. Making Caedan turn around, using a chameleon spell, or positioning yourself out of Caedan's sight and using telekinesis are all valid ways of getting the book. A bolder player might just grab the book and run, paying off the bounty with help of the thieves' guild. Another way is to open the door, close it while standing in its way. This will put you out of Caedan's sight, but you can still grab the book.

This codebook alone doesn't prove Caedan guilty of anything, you'll need to go to Firewatch for the second clue.

A Trip to Firewatch

The second clue you need is in the EEC building, in Firewatch. The fastest way to get there is to use the guild guide at the mage's guild. Once you're inside, head up the stairs and go into Zaren's room. The room should be to the right after you go up the stairs, and doesn't have a lock on it. You can be certain you're in the right place if you see a well-dressed Dunmer called "Zaren Hammebenat". Deeper inside his room is a door with a lock of 70. It's out of his sight, so it should be easy to break in. The document you're looking for is on the bookshelf, called "coded document". It should only say that it has the EEC logo in the corner. Feel free to help yourself to the glass dagger, limeware platter, and dwarven spear out in the open and assorted valuables in the locked chests.

Putting the Two Together

You might want to make a save here, just in case you want a different result. With the coded message and code book in hand, read both. You should be given a prompt that asks you if you'd like to decode it. Select "yes" and you should now have a new item in your inventory, called "decoded document". There are several possible messages this could be, with different rewards and responses from Disela.

The first possibility is that you've found a document tracking the activities of a mine owner, Dothasi Vantus. Disela will wonder why they're monitoring her so closely, and reward you with 300 gold for this information.

The second possibility is that the document is a letter describing attempts at bribes and coercion in the Imperial city to direct political forces against the ZBC's operations in Morrowind. Disela will say that she figured the EEC was up to something like this, and rewards you with 350 gold.

The third possibility is that the document is tracking exotic goods, most of them native to Morrowind. More specifically, it's an inventory of the ZBC's exotic goods. Disela will be taken aback, as this proves the EEC has a mole in her company. She'll reward you with 450 gold for this insight.

Regardless of the outcome, Disela will point out that the fact that a codebook found in Caedan's room could be used to decode an EEC message proves that he's either involved with them, or so incompetent that he's allowed an EEC agent to operate right under his nose. She'll strip him of responsibilities and investigate him, and by extension she'll relinquish protection over him. This is exactly what Hofmund and Servas wanted.

Wrapping Up

After giving Disela the decoded message, you can also sell her the codebook for 400 gold by asking about "decoded documents" again. Either way, go back to Hofmund, who will be happy to hear of your success.

Notes[edit]

  • Three coded messages exist (one in Zaren's office, one in Firewatch's Western Watchtower and one in Helnim's Census & Excise Office) and all can be given to Disela for a financial reward.

55 I brought the codebook I found in the Zafirbel Bay Company barracks to Disela. She said that it would not be sufficient evidence to prove Caedan Jorval's wrongdoing unless I also brought her a decoded document, orginally (SIC) in East Empire Company cipher.
90 I have brought proof of Caedan Jorval's involvement with the East Empire Company to Disela, and she has agreed to investigate his conduct in Helnim before handing him to the Legion. Hofmund will want to know about this.
