Ji'Zirr is a Khajiit Acrobat who has lately escaped from the nearby Savrethi Distillery, only to be set upon by the bandits holed up in Duda. You will be sent to find and free Ji'Zirr as part of the Imperial Legion quest Freedom At Any Price, although Ji'Zirr can be freed beforehand.
He will require an escort out of Duda, but on seeing the outside again, he will reward you with the key to the bracers of all the slaves at the distillery, having nabbed it during his escape.
