You can sell it to the following people: Cadessa Vadion (Imperial Archaeological Society), Farrah (Hammerfell Mission) and Perevaine Narragu (Guild of Mages).

You can also just give him the money yourself but he doesn't seem happy with this.

155	Finishes quest	Felmo Ilveroth asked me to sell three copies of the Mystery Play of Old Ebonheart, a traditional Imperial Cult text, to the citizens of Old Ebonheart. I gave him the money directly instead. For some reason, he does not seem happy with me.
