Adrosu Balmayn - Bug?

Does anyone know if not being able to give any paper to Adrosu Balmayn is a bug, or if there are plans to implement a quest based on this NPC in a future version of TR but it hasn't been done yet? Are the folks at TR aware of this presently misleading character's dialogue? Should a bug report be filed somewhere? where? (sorry, TR newbie here)
